It does that by reading the metadata information from an external
path, configurable through a configuration parameter
`filesystem_store_metadata_file` in glance-api.conf

Glance works as a registry for images. Each record is considered
an immutable resource that holds information about the image it
represents. In previous versions only one location could be
associated with one record. An image persisted in its location in
Glance.
With this enhancement, it is now possible to associate one record
to multiple locations. These locations can point to any enabled
store. This enhancement can eventually be used to configure
failover stores, which in turn would add High Availability
capabilities to Image services. For now, using multiple locations
for one records can be used to replicate images in different
stores.

An enhancement has been made to support advanced features of
Neutron Security Groups. These groups have additional features,
such as direction, IP version, etc. that could not be set
previously when using the Dashboard to manage the rules.
Now, when using OpenStack Networking after updating the
appropriate Dashboard setting, the improved security groups rule
management is available.
The setting should be updated in /etc/openstack-
dashboard/local_settings:
Set 'enable_security_group' to True in the
OPENSTACK_NEUTRON_NETWORK key. (True is the package default).

A feature has been added which provides basic quotas support for
OpenStack Image service (Glance). A storage quota has been added
that is applied against the sum total of a user's storage
consumption, across all configured storage systems. A single quota
is applied to all users via the configuration option
'total_storage_quota'.

Quality of service (QoS) is now configurable for Block Storage
volumes. This update provides a framework in Block Storage for
both front-end (Compute) and back-end (Block Storage) QoS based
on volume type and user-defined specifications. This feature is
managed with the Block Storage CLI 'cinder qos-*' commands.
